Tensions Escalate in Lachung, Sikkim, Over Proposed Abolition of Dzomsa System
Tensions erupted in Lachung, Sikkim, on December 12, 2024, during a public meeting held at Thomchi Playground. The meeting was convened to discuss the proposed abolition of the Dzomsa system, a traditional self-governance structure in the region. The debate turned violent, leading to two police cases being registered and escalating concerns in the community.
Background of the Dzomsa System
The Dzomsa system has been a crucial part of community governance in the villages of Lachen and Lachung, North Sikkim, for over a century. It is a traditional council that resolves disputes, manages local affairs, and ensures a cohesive social structure. The system operates alongside the Panchayati Raj system in other parts of Sikkim but remains integral to the region’s identity. The term “Dzomsa” refers to the “gathering place” where village leaders meet to make decisions.
Proposed Abolition Sparks Controversy
The proposal to abolish the Dzomsa system has been met with strong opposition. The public meeting was called by the pipons (village headmen) to discuss a memorandum submitted to the District Magistrate of Mangan, advocating for the dissolution of the Dzomsa system. The memorandum, signed by a group of locals, has created a divide within the community.
The discussion quickly became heated, with both sides exchanging strong words. The meeting of approximately 250 residents took a violent turn when clashes broke out between those in favor of abolishing the system and those wishing to preserve it.
Police Cases Filed Following Clashes
Following the altercation, two police cases were filed at the Lachung Police Station. The first case, Lachung P.S Case No. 02/2024, was registered under Sections 117(2) and 3(5) of the BNS 2023. It accuses Damdi Lachungpa and seven others of involvement in the violent altercation. The altercation allegedly began when members of the Dzomsa clashed with the complainant, Kundup Dorjee Lachungpa, and his brother. Both victims were injured and received medical treatment at the District Hospital in Mangan.
The second case, Lachung P.S Case No. 03/2024, was filed under Sections 270, 125, and 3(5) of the BNS 2023. It involves allegations against Kundup Dorjee Lachungpa, who reportedly brandished a khukuri, a traditional sharp weapon, during the heated exchange. Although no physical injuries occurred from the weapon, the act caused panic and disrupted the proceedings.
Impact on the Community
The violent turn of events has raised questions about the future of the Dzomsa system. Traditionally, the Dzomsa has been seen as an effective way of managing local governance and resolving disputes without involving external authorities. The conflict over its potential abolition highlights the differing views within the community on maintaining traditional governance structures versus embracing modern changes.
With over 250 Global Capability Centres (GCCs) established in the state and growing infrastructure developments, including plans for AI-driven projects, the political landscape in Sikkim is shifting. Local governance practices, such as the Dzomsa system, are now under greater scrutiny as the region evolves.
Looking Forward
The situation in Lachung remains tense as investigations continue and further legal actions are anticipated. The fate of the Dzomsa system could set a precedent for other traditional governance systems across Sikkim. The outcome of this debate will likely influence the community’s social fabric and future governance structures in North Sikkim.
